Among them, focusing on high-quality development, the specific development goals are: by 2025, Chongqing will build 100 tertiary hospitals, create 1 national medical center, 5 national regional medical centers, and build a municipal medical center. There will be 4 to 6 regional medical centers at the municipal level and 10 to 15 regional TCM medical centers at the municipal level, and a batch of “beautiful hospitals” and “smart hospitals” will be built.
The plan emphasizes the implementation of the “Chongqing Action” for a healthy China, which will focus on establishing an integrated medical and health service system, focusing on key groups such as infants, women and children, and the elderly, and promoting the realization of a healthy development model From the treatment of diseases as the center to the people’s health as the center.
In addition, Chongqing will learn from the experience of Sanming’s medical reform, seek breakthroughs in promoting the construction of the “three links” of the medical community, deepen the pilot reform of the personnel compensation system, and steadily expand the scope and authority of the pilot.
At the same time, Chongqing will also promote the centralized procurement of medicines and consumables, strengthen the public welfare attributes of basic medical and health services, and continue to promote the reform of multiple and compound medical insurance payment methods based on payment by disease.
The “Planning” sets out the “14th Five-Year” Chongqing Municipal Health Planning Goals: the average life expectancy of residents is 79.3 years, the infant mortality rate is kept below 3.5‰, and the maternal mortality rate is maintained at 10/100,000 Below, health behaviors are fully popularized, and the health literacy level of residents reaches 30%.
