Going to different hospitals to see a doctor does not need to repeat the examination

Changjiang Daily News (Reporter Hu Hui) Recently, the National Health Commission and other departments jointly issued the “Administrative Measures for the Mutual Recognition of Inspection and Test Results of Medical Institutions” (hereinafter referred to as the “Measures”), clarifying that medical institutions should follow relevant principles. Carry out mutual recognition of inspection results. This means that, starting from March 1, when you see a doctor and change hospitals, there is no need to repeat the examinations that were valid for a period of time.

The “Measures” require medical institutions to unify the sign of mutual recognition of inspection results as “HR”. If the existing inspection and test results provided by the patient meet the conditions for mutual recognition and meet the needs of diagnosis and treatment, the medical institution and its medical staff shall not repeat the inspection and test.

If the inspection and inspection items participate in the quality evaluation carried out by quality control organizations at all levels and are qualified, medical institutions should mark their corresponding mutual recognition scope + mutual recognition logo, such as “National HR” “Beijing-Tianjin-Hebei HR” Wait. Inspection and inspection items that fail to participate in the quality evaluation or fail to pass the quality evaluation as required shall not be marked.

The “Measures” provide specific explanations for the inspection results and inspection results. Inspection results refer to the images or data information obtained by examining the human body by means of ultrasound, X-ray, MRI, electrophysiology, nuclear medicine, etc. The test results refer to the data information obtained from the tests of biology, microbiology, immunology, chemistry, blood immunology, hematology, biophysics, cytology, etc. on materials from the human body.

The test results do not include the diagnostic conclusion issued by the physician.

In the following six situations, medical institutions and their medical staff can re-examine relevant items: due to changes in the condition, the inspection results do not match the patient’s clinical manifestations and disease diagnosis, and it is difficult to meet the needs of clinical diagnosis and treatment. ; Inspection and test results change rapidly during the development and evolution of the disease; Inspection and inspection items are of great significance to the diagnosis and treatment of the disease (for example, before major medical measures such as surgery and blood transfusion); The patient is in emergency, emergency and other emergency states; Involving judicial, Injury or sick leave, etc. identification; other circumstances really need to be re-examined.

It should be noted that the human body is always in dynamic operation, and sometimes a slight change may lead to different inspection results. Therefore, when patients go to the doctor with the test results, they must state their medical history in detail and communicate more, so that doctors can prescribe health prescriptions and diagnosis and treatment plans in a targeted manner.

Mutual recognition of inspection results, also known as “one-way”, is an important way to reduce medical expenses. However, the failure of mutual recognition of test results has always been a troublesome problem for many patients, which means that the time, physical strength and expense are doubled.

Wuhan has been improving the utilization rate of medical resources and reducing the burden of medical treatment for patients.

In January this year, Wang Donghua, member of the CPPCC National Committee, member of the Standing Committee of the Wuhan Municipal Committee of the Democratic National Construction Association, and vice chairman of the Qiaokou District Committee of the Democratic National Construction Association, suggested that the medical industry in Wuhan should accelerate the digitalization process. Through the establishment of a unified standard, the mutual recognition of image data between the pilot hospitals is realized.

As early as May 2006, 15 tertiary hospitals in Wuhan implemented “one single access” on a trial basis, and some tests and medical imaging tests were mutually recognized. Since then, the scope of hospitals involved in “One Single Link” has been further expanded, and provincial and provincial hospitals such as Tongji Hospital, Union Hospital, Wuhan University People’s Hospital, Wuhan University Zhongnan Hospital, etc. have also been included.

Since 2011, hospitals of the same level in the Wuhan city circle have mutually recognized inspection results.

In 2017, Wuhan included the promotion of “one-way access” to the test results of hospitals at the same level in the city and district as “Ten Practical Things for the Municipal Government to Run for the People”, and more than 30 hospitals recognized the test results online. In March of the same year, a reporter from Changjiang Daily visited Tongji Hospital, Union Hospital, City First Hospital, Central Hospital, City Third Hospital, and City Fourth Hospital and found that the results of mutual recognition examinations were basically reflected among major hospitals.
