In 2021, the “Promotion Action for High-Quality Development of Public Hospitals (2021-2025)” jointly issued by the National Health Commission and the State Administration of Traditional Chinese Medicine proposed that through 4 key construction activities And 4 capacity improvement actions to build a group of public hospitals with top hospital technology, excellent quality, efficient service, refined management and high satisfaction. This means that my country’s public hospitals as a whole have entered a stage of high-quality development. The key paths and directions representing the high-quality development of public hospitals are “five new”, namely: building a new system, leading a new trend, improving new efficiency, activating new driving force, and building a new culture.
In order to implement the plan of “improving new efficiency and activating new power”, public hospitals may explore setting up a pilot program of subject brokers. The main responsibility of the subject broker is to be responsible for the support and implementation of the development, layout and planning of the department. The responsibilities of this position are different from the department director, head nurse, and even more different from the department secretary. At present, foreign countries (such as Germany) have relatively mature experience, and many domestic hospitals have tried it, such as Shenzhen Fourth People’s Hospital, Southern Medical University Nanfang Hospital and Henan Provincial People’s Hospital, etc. good effect.
The advantages of setting up discipline broker management positions in public hospitals are as follows:
First, it is able to grasp the hospital development ideas and assist the discipline development. The subject broker is the bridge between the department director and the dean, who can fully communicate the overall development ideas of the hospital with the department staff, and is responsible for supervising the implementation.
The second is to assist the head of the department to identify the work direction of the department and promote precise management. Subject brokers keep abreast of the latest developments in the hospital, assist the director of the department to check the direction of department management, and provide the latest and most effective support. For example, the medical data reported to the department, the access of new technology development, etc.
The third is to discover the weak links of the department and assist the department director to make up for the shortcomings. According to the requirements of the hospital, subject brokers should assist the director of the department to strengthen management and make up for the shortcomings on the basis of comprehensively grasping the shortcomings in the development of their departments.
Fourth, the operation of the overall operational research department is adapted to the needs of the medical market. Subject brokers should pay more attention to and promote the high correlation between department development and market demand, and at the same time fully understand the demands of patients and the needs of society to meet the growing health needs of the masses.
