To adhere to the equal emphasis on Chinese and Western is the basic policy of our country’s health work for a long time. After the TCM Law was promulgated and implemented, all parts of the country have attached great importance to the development of TCM, but individual local governments and their functional departments have not yet fully understood the spirit of the TCM Law’s implementation of the policy of emphasizing both traditional Chinese and Western medicine, and the implementation needs to be strengthened. Especially in the financial investment of traditional Chinese medicine, the phenomenon of “emphasizing the West over the Chinese” still exists to varying degrees.

In this regard, Pang Guoming, deputy to the National People’s Congress and chairman of the Kaifeng Hospital of Traditional Chinese Medicine in Henan Province, suggested that the state should adhere to the budget principle of “emphasizing both Chinese and Western medicine” and increase investment in traditional Chinese medicine. First, all provinces, cities and counties across the country should effectively implement the fundamental policy of paying equal attention to traditional Chinese and Western medicine. There should be clear regulations on staffing, institutional setup, funding, and response to major public health emergencies. Medicine is an important indicator for evaluating its performance.

Secondly, under the guidance of the policy of emphasizing both Chinese and Western medicine, a variety of methods including regulations and administrative management methods should be adopted to clearly adjust the management system and operation mechanism of Chinese and Western medicine, focusing on solving the professional title of Chinese and Western medicine. The actual problems in evaluation, service charges, and identification of scientific research achievements should be realized in the real sense of “Equal emphasis on Chinese and Western” in the institutional mechanism of the clinical front line. Only by ensuring both Chinese and Western medicine in terms of mechanism, system and funding investment, can it be possible to ensure the revitalization and development of Chinese medicine and go global.
