It is understood that in recent years, Chongqing has seized the biomedical development strategy period, and the industrial scale has continued to expand. There are more than 200 pharmaceutical enterprises in the regulation. At the same time, it developed the world’s first “high-intensity focused ultrasound tumor treatment system”, the world’s first controllable posture “smart capsule endoscope”, and the world’s first officially approved recombinant subunit new crown vaccine and other landmark achievements. Industrial clusters are also gradually taking shape. The three major pharmaceutical industrial parks, including Chongqing International Bio-City, National Biomedical Industry Base in Chongqing High-tech Zone, and Liangjiang New Area Water and Soil Biomedicine Innovation Base, have begun to take shape, and the agglomeration effect has gradually emerged.
Talent is the strategic resource leading the development of the industry. To this end, Chongqing has deepened the reform of the talent management system and mechanism, launched major policies and measures such as the Chongqing Talent Plan, and strived to create a talent ecology of “near and far” talents, and strive to serve the vast number of talents including biomedical talents. This includes holding special forums and other activities, and establishing a normalized expert exchange system. Up to now, Chongqing has issued a total of 10,295 Chongqing Yingcai Service Cards. In the first quarter of this year, 516 new Chongqing Yingcai Service Card holders were added.
At the same time, the “service specialist + liaison” mechanism was strengthened, and the number of high-level talent service staff reached 3,171. Chongqing is also vigorously promoting the construction of Chongqing Talent Service Port, expanding talent service matters, and launching 68 services for high-level talents, covering medical care, children’s schooling, scientific and technological consultation, transportation and so on.
At present, the Western (Chongqing) Science City is focusing on the four leading industries of new generation information technology, life and health, green and low-carbon and intelligent manufacturing, and high-tech services, making good use of the national independent innovation demonstration zone, free trade Pilot zones, national high-tech zones and many other “golden signs”, strengthen the interaction between industry, academia and research, promote core technology research and achievement transformation, and create a good innovation ecology.
In terms of talent “introduction, cultivation and retention”, the Science City has done a good job of “building a nest and attracting phoenixes”, and has released the Western (Chongqing) Science City “Golden Phoenix” talent support policy to the whole society; “Exemption from assessment and storage” and policy fulfillment of “free application and enjoyment”; launched the city’s first talent service system that integrates talent information, talent identity, and talent policies; launched the western region (Chongqing) based on “online + offline” The Science City talent service port will create a good talent ecology of “near and distant”, making Science City a place for all kinds of talents to yearn for and a fertile ground for innovation and entrepreneurship.
