The supervision of TCM health care institutions is also not enough. Ding Guanghong pointed out that the regulatory bodies of traditional Chinese medicine health care institutions include market supervision departments and health departments. On the one hand, there is a lack of joint law enforcement, and on the other hand, the health department lacks specialized TCM law enforcement personnel.

In addition, there is no unified occupational certification for health care practitioners, and there is no mandatory access restriction for practitioners, and the levels are uneven. The training is done by the enterprise itself, which lacks professional system.

Ding Guanghong put forward countermeasures for this: First, Chinese medicine health care institutions must hold a unified license, and they need to be pre-approved and filed with the health and health department, and it is recommended that they be included in the jurisdiction of the “Regulations on the Administration of Public Health Places”. Second, it is necessary to issue specifications for TCM health care services as soon as possible, clarify what such institutions can and cannot do, the qualification requirements for relevant practitioners, and clarify the difference between health care and illegal practice of medicine. In addition, he suggested to strengthen the supervision mechanism and capacity building of TCM health care institutions; establish a TCM health care industry association to carry out industry services and self-discipline management.
