According to Yi Luqian, deputy director of the Provincial Health and Health Commission, in recent years, the health level of women and children in Hunan Province has continued to improve, and the core indicators of women’s and children’s health are significantly better than the national average. However, the health of women and children in Hunan Province is still facing the problem of unbalanced and insufficient development. Especially with the adjustment of the fertility policy, the demand for second and third children has increased, and the proportion of elderly mothers has increased, which has put forward higher requirements for high-quality and balanced medical care services. .

In the new “Women’s Plan”, it is proposed that “women enjoy good health services throughout their life cycle, the maternal mortality rate should be controlled below 12/100,000, and women’s awareness of cervical cancer and breast cancer prevention and treatment is obvious. Improve and reduce mother-to-child transmission of AIDS, syphilis and hepatitis B, promote women’s reproductive health care services and popularize health knowledge to improve women’s and children’s health literacy, etc. Life cycle health management, ensuring safe delivery of pregnant women, improving comprehensive cervical cancer and breast cancer prevention and treatment systems and treatment policies, preventing and controlling mother-to-child transmission of AIDS, syphilis and hepatitis B, and improving women’s reproductive health and improving women’s health literacy” and other strategies and measures.

In the new “Children’s Plan”, it is proposed that “the capacity of children’s medical care services has been significantly enhanced, the health level of children has been continuously improved, and the mortality rate of children under 5 years old, infant mortality and neonatal mortality are controlled at 6‰. , 5‰ and below 3‰, establish and improve a birth defect prevention and control system covering all stages of pre-marriage, pre-pregnancy, newborns and children, prevent and control birth defects, and effectively prevent and control common childhood diseases and malignant tumors that seriously endanger children’s health” and other goals, set up “prioritizing the protection of children’s health, improving the children’s health service system, strengthening children’s health care services and management, ensuring the safety and health of children under the age of 5, strengthening the comprehensive prevention and control of birth defects, strengthening the prevention and control of children’s diseases and improving the nutritional status of children”, etc. strategic measures.

In order to promote the implementation of the “Three-Child Policy” in Hunan Province, the development plan for women and children has also put forward a series of new requirements.

Implement the maternity leave and spousal paternity leave system, explore the implementation of parental leave, improve the maternity security system covering urban and rural women, and explore the establishment of a multi-level system with basic medical insurance as the main body and maternity subsidies as supplements. The maternity security system for urban and rural residents has been improved, and the level of maternity medical treatment and maternity subsidies for women has been improved.

Increase the supply of inclusive nursery institutions and kindergartens, promote the construction of standardized maternal and child facilities by employers, and encourage employers to provide welfare 1-3 year old infant care services for female employees in the workplace , encourage employers to negotiate and determine flexible vacations and flexible working methods that are conducive to taking care of infants and young children in accordance with the law; promote the early comprehensive development of children aged 0-3, build a high-quality preschool education public service system, and continuously promote educational equity and high-quality educational resources supply, etc. .
