Xu Ziqiang, member of the National Committee of the Chinese People’s Political Consultative Conference, director of the Emergency Department of Chenzhou First People’s Hospital . As a member of the Chinese People’s Political Consultative Conference and a grass-roots medical worker, Xu Ziqiang has always adhered to the original intention of “the benevolence of doctors”, performed his duties with due diligence, continued to speak out for grass-roots medical issues, and be a good guardian of people’s lives and health.

【Duties Story】

As a member of the National Committee of the Chinese People’s Political Consultative Conference from the grassroots level, Xu Ziqiang pays special attention to the development of grassroots medical services. In 2018, Xu Ziqiang conducted a survey on some community medical institutions in Chenzhou City and found that there was a huge shortage of general practitioners, and some general practitioners were confused about their careers. To this end, Xu Ziqiang submitted a proposal to strengthen the training of general practitioners and improve the treatment of general practitioners.

“It is very necessary for general practitioners to work with peace of mind in primary medical institutions, because many times the real threat to the health of the common people is not intractable diseases, but multiple diseases and chronic diseases.” Xu Ziqiang introduced, national The Chinese People’s Political Consultative Conference is very concerned about this issue. In 2018, the National Committee of the Chinese People’s Political Consultative Conference organized an inspection team to visit Hubei on “strengthening the construction of the team of general practitioners”. Special investigations were conducted in Zhejiang and Hunan.

In recent years, many of Xu Ziqiang’s proposals stem from problems found in his daily work. For example, he found that the prices of some commonly used emergency medicines have risen, but according to my country’s medical insurance policy, there is no reimbursement for rescue in the emergency department, and some medicines with inflated prices have virtually increased the burden on patients, especially those with financial difficulties. To this end, Xu Ziqiang suggested that emergency drugs be included in the scope of medical insurance reimbursement.

The construction of village-level clinics is the key for farmers to see a doctor at their doorstep. In 2021, when Xu Ziqiang visited and investigated rural areas, he found that there are few chronic disease drugs in village clinics, especially the antihypertensive and hypoglycemic drugs that patients need the most. To solve related problems, it is necessary to open up the “last mile” of primary medical care and improve the medical experience of the masses. This year’s National People’s Congress, Xu Ziqiang will actively offer advice and suggestions on the issue of “strengthening the management of essential drugs in primary medical institutions”.
