This year’s government work report proposes to deepen the reform of public hospitals. “Increasing the construction of public medical and health institutions and realizing high-quality development of public hospitals requires unremitting efforts in the balanced distribution of high-quality medical resources, refinement of supporting facilities, and optimization of scientific and technological innovation mechanisms.” Union Hospital Affiliated to Tongji Medical College of Huazhong University of Science and Technology Chairman Hu Yu said.
In 2019, out-of-province (city) patients admitted to Beijing, Shanghai, and Guangdong accounted for 38.08% of the national patients seeking medical treatment across provinces. Committee member Hu Yu said that the layout of the national platform should be optimized, the capacity should be appropriately expanded to the central and western provinces, and the standardization and homogenization of diagnosis and treatment programs should be promoted, so that people all over the country can solve the diagnosis and treatment of difficult and severe diseases in the nearest province.
Committee Hu Yu proposed to increase government investment, improve the dynamic price adjustment mechanism, deepen the reform of payment methods, strengthen the systemic and synergistic cooperation between supporting policies, and ensure the stable operation of hospitals.
Committee Hu Yu said that to improve the medical science and technology innovation mechanism, to further release the resource advantages and innovative vitality of high-level hospitals, policy support should be given to the construction of various key laboratories and international scientific research cooperation bases. At the same time, he suggested that governments at all levels build innovation transformation service platforms, establish standardized medical innovation transformation paths, increase the training of technical brokers, and improve the success rate of transformation.
