The “Opinions” require that qualified traditional Chinese medicine (including integrated traditional Chinese and Western medicine, minority medicine) medical institutions, traditional Chinese medicine retail pharmacies, grassroots medical and health institutions, rehabilitation hospitals, and palliative care institutions providing traditional Chinese medicine services should be transferred in time. The internal medical institutions of nursing centers, nursing homes and elderly care institutions are included in the designated medical insurance management; actively promote the price reform of traditional Chinese medicine services, establish and improve a dynamic price adjustment mechanism that is sensitive and sensitive, and provide medical services with Gansu traditional Chinese medicine characteristics, a long history of application, and outstanding advantages. The project price should be appropriately tilted; gradually establish a medical service price formation mechanism based on highlighting the characteristics of traditional Chinese medicine and reflecting the value of medical personnel’s labor services.

Gansu Province has made it clear that the scope of TCM medical insurance payment will be expanded in an orderly manner, and a linkage mechanism between in-hospital drug equipment and medical insurance drug catalogues will be established to promote the rational use of Chinese patent medicines and Chinese herbal decoction pieces. For TCM medical service items, medical insurance payment shall not set unreasonable restrictions that are not explicitly stipulated at the national and provincial levels. County and township-level urban and rural residents pay for a single disease to implement “the same disease and the same price for traditional Chinese and Western medicine”.
