Drugs purchased in this round of proprietary Chinese medicines are mainly divided into two categories: one is 64 drugs with sufficient market competition such as Ginkgo biloba and Shuanghuanglian, and the above 64 drugs are included in the The scope of drugs linked to volume; the other category includes 20 drugs with relatively insufficient market competition such as compound salvia, and the above 20 drugs are included in the scope of drugs negotiated with volume.
Introduced in the “Notice”, the quantity-linked medicines will be linked to the provincial or inter-provincial alliances across the country for the quantity-based purchase price levels, and the purchase and sale parties will choose each other in accordance with the quantity-based subcontracting method. , Determine the selected drugs, and implement volume procurement. For drugs with volume negotiation, according to the procurement price level of various provinces or inter-provincial alliances in the country with volume, the reference price of drug transaction is formulated, and the volume negotiation is carried out by means of inviting price negotiation and linking volume and price.
Beijing Medical Insurance Bureau will set an upper limit for the quotation of drugs linked with volume, that is, for products with a selected price for provincial or inter-provincial alliance procurement with volume, the company’s quotation shall not be higher than the lowest selected price for volume procurement of this product and the current lowest price in each province; for products with no provincial or inter-provincial alliances with a selected price for volume procurement, the company’s quotation shall not be higher than the average level of the selected price for volume procurement of the same group of products and the current lowest price in each province. For drugs negotiated with volume, the Municipal Medical Insurance Bureau will formulate a transaction reference price, and the transaction reference price shall not be higher than the provincial or inter-provincial alliance procurement price of the brand enterprise drug and the current lowest price in each province.
The procurement cycle of drugs linked with volume and drugs negotiated with volume is 2 years, and the purchase agreement is signed once a year. During the procurement cycle, if the state organizes the centralized procurement of drugs of the same variety with volume, etc., in principle, the connection shall be made in accordance with the requirements of national policies; at the same time, the results of the procurement of drugs with volume of the provincial and inter-provincial alliances across the country are dynamically linked.
This round of procurement of proprietary Chinese medicines in Beijing covers all public medical institutions in the city (including military medical institutions), and non-public designated medical institutions participate in accordance with the requirements of the medical insurance fixed-point agreement, and other medical institutions are encouraged to participate voluntarily.
