Recently, the Ministry of Finance and the National Health Commission issued the “Notice on Organizing and Applying for Demonstration Projects for Public Hospital Reform and High-Quality Development Supported by Central Finance”. The “Notice” proposes that the central government plans to support the implementation of public hospital reform and high-quality development demonstration projects, and provide subsidies to local governments to promote comprehensive reform of public hospitals.
According to the “Notice”, each province (autonomous region, city) selects one prefecture and city to apply for the application. If a province including a city under separate planning declares a city under separate planning, it can add 1 application quota on this basis. The implementation period of the application project shall not exceed 3 years. Projects supported by the central government are publicly selected and determined through a competitive review method, and the central government subsidy for each project does not exceed 500 million yuan (10% of which is dedicated to performance awards).
It is understood that the public hospital reform and high-quality development demonstration projects mainly focus on three aspects: First, focus on improving the diagnosis and treatment capabilities of city and county-level public hospitals, including standardizing diagnosis and treatment behavior, implementing a hierarchical diagnosis and treatment system, and supporting cities and counties. The construction of clinical specialties such as infectious diseases, psychiatry, intensive medicine, cardiovascular and cerebrovascular, obstetrics and gynecology, pediatrics, etc. in public hospitals at the first level, strengthen personnel training, and create a number of key specialties in public hospitals at the city and county level; the second is to focus on strengthening the construction of smart hospitals, including Promote the construction of smart hospitals and hospital information standardization with the “three-in-one” of electronic medical records, smart services, and smart management, and support the establishment of informatization norms for the exchange and sharing of inspection results in the region. Budget management, implement full-caliber, full-process, and comprehensive budget performance management, strengthen budget constraints, deepen the reform of medical insurance payment methods, promote public hospitals to actively participate in the reform of centralized procurement and use of drugs and medical consumables, strengthen full-process cost control, and promote effective resource allocation and use etc.
The “Notice” clarifies that the Ministry of Finance and the National Health and Health Commission will organize relevant experts to conduct a competitive review of the projects declared by the provinces (autonomous regions and municipalities), and focus on screening medical reform tasks in accordance with the principle of combining quantitative and qualitative Demonstration projects should be implemented in cities with heavy emphasis, solid work foundation, high enthusiasm for reform, and good reform and development.
