The establishment of the provincial federation of procurement marks a new step in the centralized procurement of medical security in Zibo City, and it is very important to promote the normalization and institutionalization of centralized procurement work and to better enable centralized procurement. On May 30, 2020, the Zibo Municipal Medical Security Bureau initiated the first joint procurement meeting for medical consumables of the Pharmaceutical Equipment Procurement Alliance, including Zibo, Qingdao, Yantai, Weifang, Weihai, Dongying, and Binzhou. This kind of medical consumables set the lowest price for joint procurement at the municipal level nationwide. On November 14th of the same year, Zibo once again launched an on-site price negotiation meeting for the procurement of some medical consumables in the procurement alliance including the seven cities of Zibo, Qingdao, Dongying, Yantai, Weihai, Binzhou, and Dezhou. The above-mentioned two procurements have saved Zibo City more than 100 million yuan in total.
In 2021, Zibo will hold two symposiums and training sessions on boosting the high-quality development of pharmaceutical and medical equipment companies to explain the current national procurement policies and normalized and institutionalized development trends for 19 pharmaceutical and medical consumables manufacturers; Enterprises go out to visit and study, carry out “inquiry about the pulse” and “precise service”, so as to improve the ability of pharmaceutical enterprises to cope with the new situation of centralized procurement. In August of this year, on the basis of extensively soliciting opinions from all parties, the city led the seven cities to renew the contract for low-value medical consumables for another year. The city’s enterprise Xinhua Ande, the two companies of the Bridge Group, and the seven cities’ renewed sales will reach 3,800. More than 10,000 yuan, the influence has increased significantly.
This year, the Municipal Medical Insurance Bureau established a “sophisticated thinking”, opened up the “last mile” of national centralized drug sales, and innovated centralized drug purchases into grassroots work across the country. The combination of “village clinics”, “entering private hospitals” and “entering online platforms” has established a working system of “full coverage of urban and rural areas, zero sales bonus, all-round guarantee, and full-chain operation”.
Up to now, the centralized purchase of drugs has covered 136 medical institutions, 520 pharmacies, 1,235 village clinics and 2 online platforms in the city, covering five districts and three counties. For sales, refer to the national centralized procurement price or the purchase price for sales and clearly mark the price to meet the needs of patients to buy medicines at a low price nearby. After the event was launched, it was greatly convenient for the surrounding people and was widely recognized by the society. The pharmacy achieved a bumper harvest in both sales and sales, benefiting nearly 3.52 million people and saving 780 million yuan.
In the next step, the Municipal Medical Security Bureau will continue to increase practical exploration, maximize the use of the advantages of centralized procurement, promote the normalization and institutionalization of centralized procurement with volume, and realize the expansion of the field of centralized drug procurement.
