The National Health and Health Commission held a press conference on the theme of “Everything is for the Health of the People – Our Ten Years”, introducing the main achievements and highlights of occupational health work since the 18th National Congress of the Communist Party of China. In response to the problem of pneumoconiosis prevention and control, Li Tao, chief expert of occupational health at the Chinese Center for Disease Control and Prevention, said that according to the results of follow-up surveys, by the end of 2021, a total of 915,000 people with occupational pneumoconiosis have been reported nationwide, and about 450,000 people with occupational pneumoconiosis are currently alive. .

Li Tao According to the introduction, due to the relatively long incubation period of pneumoconiosis, an average of 10 to 20 years, it takes a long time from the beginning of exposure to dust to the discovery of health damage. A considerable number of workers, especially migrant workers, have difficulty in clarifying the labor relationship, which leads to the inability to provide a clear occupational history and exposure history of occupational disease hazards when diagnosing occupational diseases. As a result, quite a number of workers cannot be diagnosed with occupational pneumoconiosis despite their clinical manifestations of typical pneumoconiosis. It is difficult to accurately find out the number of pneumoconiosis patients who are not responsible in a short period of time. At present, many provinces and cities have carried out thorough statistics. For example, since 2017, Hunan Province has implemented basic medical treatment and assistance for migrant workers pneumoconiosis, and implemented medical expenses subsidies for migrant workers who have no responsibility for pneumoconiosis. There are 27,000 farmers. Workers’ pneumoconiosis patients have been clinically diagnosed and rescued, and they have basically understood the number of migrant workers’ pneumoconiosis patients in the province. In the next step, the state will continue to carry out active monitoring and screening of pneumoconiosis, and gradually find out the number of patients with pneumoconiosis.

Most patients with pneumoconiosis are in rural areas. How to make them more convenient to get rehabilitation services, reduce the number of hospitalizations and expenses, and improve the quality of life is an important issue facing them. In this regard, Fan Jingguang, director of the Occupational Health Center of the National Health and Health Commission, revealed that in 2020 and 2021, the Ministry of Finance and the National Health and Health Commission will conduct two batches of pneumoconiosis in 28 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps. In the townships and communities where the patients are concentrated, 671 pneumoconiosis rehabilitation stations (points) have been built relying on the township health centers or community health service centers and other primary medical institutions. The 170,000 pneumoconiosis patients (including migrant workers with pneumoconiosis) in the jurisdiction can enjoy sports rehabilitation, traditional Chinese medicine rehabilitation, psychological rehabilitation and other related services.

Fan Jingguang introduced that Chongqing took the lead in exploring the establishment of the “seven ones” standards for pneumoconiosis rehabilitation stations in the country. Physicians trained in treatment techniques, a nurse trained in rehabilitation nursing, a rehabilitation site, a set of suitable rehabilitation equipment, a set of duties and responsibilities for a rehabilitation station, and a set of patient files. Through these “seven ones”, intelligent management of patient rehabilitation is carried out, so as to continue to promote the standardization of rehabilitation service management. Hunan Province has carried out in-depth treatment and relief of pneumoconiosis for migrant workers, combining the construction of the pneumoconiosis rehabilitation network and the construction of the basic medical treatment and relief network for migrant workers with pneumoconiosis, reducing the cost and burden of medical rehabilitation for patients.

It is reported that during the “Thirteenth Five-Year Plan” period, the National Health Commission organized and carried out special control work on dust poisoning hazards in key industries.
