There are 26 articles in the “Measures”, which specifically stipulate the responsibilities of the government and departments, the requirements for the whole process of medical waste management, and the emergency disposal of medical waste during the epidemic of major infectious diseases.
I. Definitions
The medical waste referred to in the “Measures” refers to the medical, preventive, health and Wastes with direct or indirect infectivity, toxicity and other hazards generated from other related activities.
Management of directly or indirectly infectious, toxic and other hazardous wastes generated in family planning technical services, medical research, teaching, autopsy and other related activities, Follow this method.
The domestic waste generated by infectious disease patients or suspected infectious disease patients admitted by medical and health institutions shall be managed and disposed of as medical waste.
The domestic waste generated in the centralized isolation sites of major infectious disease outbreaks shall be disposed of as medical waste.
Second, Division of Responsibilities
The “Measures” propose that the people’s governments at or above the county level are responsible for organizing the construction of centralized medical waste disposal facilities. In areas that do not have the conditions for centralized disposal of medical waste, the people’s government at or above the county level shall organize the construction of temporary transfer facilities and temporary storage sites for medical waste, and specify the operating unit. Each city (state) shall build at least one centralized medical waste disposal facility and ensure its normal operation, and each county (city) shall build a medical waste collection, transport and disposal system and ensure its normal operation.
The competent departments of health and ecological environment shall implement unified supervision on the prevention and control of diseases and environmental pollution in the management of medical waste respectively. The department will do a good job in the joint supervision and law enforcement of the departments, and the adjustment of handling charges and prices.
III. Medical waste storage and interval time limit

IV. Management measures during the outbreak of major infectious diseases
During the outbreak of major infectious diseases, the medical waste generated by designated medical and health institutions for the prevention and treatment of infectious diseases shall be Collection, storage, transportation, and disposal within the following time limits:
(1) Medical and health institutions should timely collect and store medical waste in a temporary storage place every day in a timely manner;
(2) The centralized disposal unit of medical waste shall collect and transport medical waste in medical and health institutions in a timely manner to ensure that the temporary storage time of medical waste in medical and health institutions does not exceed 24 hours ;
(3) After the centralized medical waste disposal unit receives medical waste, temporary storage time shall not exceed 12 hours.
V. Penalties for Violations of the Measures
Medical and health institutions and centralized medical waste disposal units violate the provisions of these Measures and fall under any of the following circumstances: The competent health department of the people’s government at or above the county level or the competent department of ecological environment shall, in accordance with their respective duties, order corrections within a time limit, give a warning, and may concurrently impose a fine of less than 5,000 yuan; If the correction is not made, a fine of more than 5,000 yuan and less than 30,000 yuan will be imposed:
(1) The storage facilities and equipment do not meet the requirements of environmental protection and hygiene
(2) Failure to classify medical wastes into special packaging or containers;
