Qinghai conducts the assessment of medical ethics and style throughout the whole process of health diagnosis and treatment, scientific research, and social services, and includes behaviors such as the use of power for personal gain, illegal profit-making, fraud, and black box operations. Pay attention to performance and contribution evaluation, scientifically set evaluation indicators from four dimensions including technical ability, quality and safety, resource utilization, and patient management, guide doctors to return to clinical practice, and scientifically and accurately locate the actual performance, practice ability and level of health professionals.

At the same time, Qinghai implements classification and accurate evaluation. According to the five professional categories of medical nursing technology management and the characteristics of five categories of talents including clinicians, public health, general practitioners, grass-roots personnel and traditional Chinese medicine, the classification formulas have their own characteristics. Focus on the evaluation criteria and evaluation index system, fully reflect what to do and what to evaluate. In order to return to clinical emphasis on quality, this reform takes clinical workload such as outpatient workload, number of discharged patients, and the number of patients discharged from hospital as the “threshold” conditions for doctors to be promoted to professional titles, and quantitatively evaluates the quality of clinical work to highlight the quality of clinical practice.

Surgical videos, typical medical records, epidemiological investigation reports, health standards, technical specifications, etc. can be used as performance results.
