On August 1, the National Health Commission and the State Administration of Traditional Chinese Medicine jointly issued the “Evaluation Indicators for High-Quality Development of Public Hospitals (Trial)” and “Evaluation Indicators for High-Quality Development of Public TCM Hospitals (Trial)”. The two centers around five aspects: party building leadership, ability improvement, structural optimization, innovation and efficiency enhancement, and cultural cohesion, each of which is refined into 18 and 24 specific evaluation indicators for local governments to evaluate the high-quality development of public hospitals within their jurisdictions. .
In 2021, the “Opinions of the General Office of the State Council on Promoting the High-quality Development of Public Hospitals” will be issued. The “Opinions” clarified the relevant requirements for the high-quality development of public hospitals, and proposed the establishment of an evaluation index system for the high-quality development of public hospitals. “Evaluation Indicators for High-Quality Development of Public Hospitals (Trial)” and “Evaluation Indicators for High-Quality Development of Public TCM Hospitals (Trial)” are designed around the high-quality development requirements of public hospitals, and are integrated with the performance appraisal of national secondary and tertiary public hospitals. Combined, the indicators are formulated according to the principles of refined, operable and measurable indicators. The National Health and Health Commission requires that local health and health administrative departments at all levels (including traditional Chinese medicine authorities) should take the evaluation of high-quality development of public hospitals as an important starting point for deepening the implementation of the medical and health system reform policies, and effectively implement the requirements of the documents. To achieve an organic combination with performance appraisal and other work; to carry out evaluation work according to local conditions, fully consider the actual situation, not to make one size fits all; to guide hospitals to optimize the layout of disciplines, strengthen the construction of specialized capabilities, continuously improve the quality of medical care, and improve medical services, Enhance operation and management capabilities; in the evaluation process, continue to improve the data quality management system, give full play to the advantages of big data, and improve the accuracy and comparability of the evaluation of high-quality development of public hospitals. It is reported that the National Health and Health Commission and the State Administration of Traditional Chinese Medicine will work with relevant departments to strengthen overall coordination, provide guidance, and explore and promote the typical experience of high-quality development evaluation of public hospitals.
