The “Opinions” clarified the relevant requirements for the high-quality development of public hospitals, and proposed the establishment of an evaluation index system for the high-quality development of public hospitals. “Evaluation Indicators for High-Quality Development of Public Hospitals (Trial)” and “Evaluation Indicators for High-Quality Development of Public TCM Hospitals (Trial)” are designed around the high-quality development requirements of public hospitals, and are integrated with the performance appraisal of national secondary and tertiary public hospitals. Combined, the indicators are formulated according to the principles of refined, operable and measurable indicators. The National Health and Health Commission requires that local health and health administrative departments at all levels (including traditional Chinese medicine authorities) should take the evaluation of high-quality development of public hospitals as an important starting point for deepening the implementation of the medical and health system reform policies, and effectively implement the requirements of the documents.
